Symptoms

We are activating an Internet service. To activate the Internet service, we have to activate 3 platforms (ZTE, AAA, & ACS). While ASAP is processing the order in ZTE,
the result is successful but then in the AAA server the process doesn't continue.

Below messages appeared in NEP diag files.

"No Ports Available to NE - either already Bound or Disabled
