Allocations Fail with Terminate Called After Throwing an Instance of 'RWBoundsErr' Errors After Upgrading to PFT 6.1 (Doc ID 1640753.1)

Symptoms

On Oracle Financial Services Profitability Management (PFT) 6.1.0.3 when running an existing allocation from 6.0, the allocation does nothing. Running the allocation from the command line gives the following error:

Steps to reproduce

The issue can be reproduced at will with the following steps:
1. Run upgraded from 6.0 allocation.

Changes

Upgrade to PFT 6.1.x version from PFT 6.0 version.
