Turning Off Modules (NBB & IB) In Features Affects Essential Functionality (Doc ID 1641122.1)

Symptoms

Turning off Non Billed Budget module through feature config removes the "SA Renewal" field from the SA Type admin.  This is a required field so with NBB turned off, no new SA's can be added using SA+.  SA Type should not require "SA Renewal" field. Also, when turning off IB module in feature config, the Interval Billing checkbox for registers on Meter Configuration is hidden.  This is needed for MDM, but no other IB features are so it should not be hidden.
