OSM cartridge does not show under deployments even though the deployment appeared to be successful (Doc ID 1641529.1)

Symptoms

After deploying a cartridge into OSM no sign of the cartridge can be seen in the deployments area under the Weblogic console. The user expected to see a ".ear" file as evidence of a successful deployment
