Error: "Planned Finish cannot be earlier than Planned Start" When Applying Actuals To A Project Using P6 Services

When attempting to apply actuals,
the following error occurs is showed in the job_log_data column in the JOBLOG table.
PlannedFinish: Planned Finish cannot be earlier than Planned Start.logs.apply_actuals.status_failedFailed Applying Actuals for Assignment: XXX on Activity: XXX.
PlannedFinish: Planned Finish cannot be earlier than Planned Start.
The issue can be reproduced at will with the following steps:
1. Log into P6 client
2. Open Project
3. Tools > Apply Actuals
