The goal of this document is to verify if there is a way to change the last four digits of account number to non zeroes.
Why ? If a CC&B customer wants to use bill pay with a bank and if the have multiple water bill accounts using CC&B, most banks suppress all digits except the last four. In this case, all bill pay accounts would have 0000 at the end? This is not good.
