After Upgrade to CCB V2.4 With Fusion UI, Login Screen is Blank With No Zones

In this example, the customer upgraded from CCB V2.2 to CCB V188.8.131.52.0. The customer was using Classic UI in their V2.2. This issue can also occur for customers upgrading from V2.3 and using Classic UI. The issue occurs for customers upgrading environments that have Classic UI to newer Fusion UI. This can also occur for TUGBU products RMB & ETPM.
After installing framework 4.2 SP1 and CCB 2.4 SP1, when I log into CCB I get the background with icons and a blank screen with no zones. I did a fresh application install of FW 4.2 and CCB 2.4 then SP1 on both. I then copied over my CCB 2.2 database and followed all the database upgrade steps. I'm using SYSUSER to login under Internet Explorer. I tested on IE 9, 10 and 11 and the same results. Also turned on compatibility view in IE but same results. I'm including screen shots of what the login looks like and also the steps from the documentation that I have applied to get the database from 2.2 to 184.108.40.206.0.
