ASAP Does Not Resume Orders From Stopped State (Doc ID 1642372.1)

Symptoms

Iit is observed that  ASAP does not resume orders from stopped state.  In WebLogic Server, each minute we see 'Resume work order: ...' but order never gets resumed'.
