Error: Log In Failed For User

When attempting to rate in RateManager an error is received in the IBFA error log:

Exception Type: System.Exception
Message: System.Exception: Login failed for user ''. ---> System.Data.SqlClient.SqlException: Login failed for user ''.

Why is this happening when the environment tests correctly?
