FutureCost Engine in RMS 13.1 Lacks Restart/Recovery Mechanism

The Future Cost Engine (FCEXEC) batch in Retail Merchandising System (RMS) 13.1.x lacks a sufficient restart/recovery mechanism. In case of failure, errors are only reported to the COST_EVENT_RESULT table, and the batch itself completes successfully without any error noted in the error log.
Steps to Reproduce:
- Execute FCEXEC batch with multiple threads. Ensure that at least one cost event process ID should fail.
- Note that all threads of the batch complete successfully, even though one thread fails to process all of its assigned cost event process IDs.
- Note that the result is only reported to the COST_EVENT_RESULT table.
