Goal
Why does a momentary M-NEW event that is sent to a crew to CMP and not M-CMP?
Are there missing M- states or are some state transitions missing?
If a M-NEW ticket is sent to a crew, it goes to CMP upon final completion.
If the ticket is not sent to a crew, it goes to M-CMP upon final completion.
