EAC Central Server cannot be reached; Endeca Jobs and EAC commands fail; EAC Admin Console in Workbench shows "Unreachable" jobs or Missing Application Data

There are multiple symptoms leading to this issue.  You may experience only 1 or more of the following when encountering the issue.

When accessing Merchandising Workbench it reports the following error:

There are no other errors downstream from this time period aside from the high level errors for the respective jobs that fail to run.  Restarting the Endeca HTTP Service does not help resolve this.
