Memory Based Planner

When attempting to run an ASCP Plan, Launch Supply Chain Planning Process Request fails.

This request finished with an error and produced the following completion message:

ECTI-INDUC - Plan is already running.

The issue can be reproduced at will with the following steps:
  1. Login to Application.
  2. Run ASCP Plan.
        NAV: Advanced Supply Chain Planner (R) -> Supply Chain Plan -> Launch
  3. See that the plan is failing.
