E2B Xml files are not getting created after upgrading to Argus Safety From

Steps to Repeat:

1. Login to Argus Safety using the database that is upgraded from
2. Create an E2B ready case
3. Schedule an E2B report and generate it
4. Transmit the report from bulk reporting screen
5. Observe that the E2B XML file is not getting generated and placed in outgoing folder
