Symptoms

On Oracle Financial Services Profitability Management (PFT) 6.1.0.2 some migrated allocation rules fails with Invalid Credit message when the allocation is run.

When checking the associated FSI_ALLOC_LEAVES table, there are rows missing for dimensions 0-6 for ROW_TYPE = 20 (credit):

Steps to reproduce

The issue can be reproduced at will with the following steps:
1. Migrate from 4.5 to 6.0 using migration scripts.
2. Upgrade to 6.1.0.2 and run allocations.
