ora-01031 insufficient privileges When upgrading an OPPM database

On :  9.0 SP2 version, Installation

When attempting to upgrade an existing OPPM 9SP1 database to 9SP2,
the following error occurs.

ora-01031 insufficient privileges

The issue can be reproduced at will with the following steps:
1. in the OPPM console select to add a database
2. type the information of the exiting instance using TNS connection settings
3. Make this database the current OPPM database is selected
4. the console will stop the services during the process and then the error occur

The issue has the following business impact:
Due to this issue, users cannot upgrade the database
