Wrong Proration In Short Cycle (Doc ID 1663921.1)

BRM calculates incorrect proration for a short cycle. Due to this, clients are charged an incorrect amount (should pay less than charged fee)

Steps to reproduce:

1. Enable short cycles
2. Set "- fm_bill enable_30_day_proration 1" entry in cm pin.conf

Steps to reproduce:

1. Create a MCF Product $100/month and a discount object with 100% discount model on MCF
2. Create an account and purchase MCF product on Nov-19, such that product is valid from Nov-19 to Nov-23. Bill in progress is $13.333
3. Purchase discount on Nov-19, such that discount is valid from Nov-20.

Actual behavior:
Discount given is $8.889 and bill in progress is $4.444

Expected behavior:
Discount given is $10 and bill in progress is $3.333
