Symptoms
When attempting to create a new domain for Oracle Prime, the following error is written to the log file (using the automated installer to create the domain) and the domain creation fails:

java.sql.SQLException: ORA-01017: invalid username/password; logon denied
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run setup.exe
2. Enter all required fields
3. Installation process failed at Weblogic Domain Creation
BUSINESS IMPACT

The issue has the following business impact: Due to this issue, users cannot get Prime successfully installed.
