NE Stays In Connecting State After Connection To HIQ Gets Dropped on Occasion (Doc ID 1664968.1)

Symptoms

Sometime we experience that ASAP is not able to establish a connection. The connection status is always "Connecting" and the following messages appear in the NEP diag file:

However we observed that after 20 minutes ASAP is still not connecting and it is even not trying to connect

The only solution is to restart the NEP
