How to Observe the Time Required to Process an Envelope Recipient (Doc ID 1664978.1)

Purpose

An SMTP client submitting an envelope recipient (RCPT TO) or an MTA API client program doing mtaEnqueueTo() takes about 100ms per recipient. For thousands of recipients, that can add up to a considerable amount of time. How can we see where it is spending all that time?
