Date Range functionality not working as expected (Doc ID 1665635.1)

Symptoms

On some environments, when selecting certain date ranges (such as last 30 or 60 days) it brings up wrong From and To values in UI search forms such as Case Open or E2B Pending.

On other environments, the date ranges seem correct (the From and To are populated correctly) but the results are incorrect when used from Case Open, meaning that it seems to return results from the beginning of the period.
E.g. if last 30 days means 18-OCT-2013 then the results show cases from 1-OCT-2013 , also when selecting last 2 years, the results include cases from 1-JAN-2011

All these environments are upgrades from 4.2 and NOT fresh builds.
