BSP Not Using Rate from Maturity Mix Default When Rate is Blank in Financial Plans (Doc ID 1666378.1)

Symptoms

In Oracle Financial Services Balance Sheet Planning (BSP) 6.1, the calculation engine is not using the rate specified in the Maturity Mix Default screen.  You set a value for the "Default Market Rate Spread" in the Maturity Mix Defaults screen. However, when you have "New Add Market Rate Spread" set to blank or 0 in Financial Plan, BSP is not using the value specified in Maturity Mix Defaults.  It incorrectly uses the "0" value instead.
