Change Password Feature Not Working in Permissioning Center

When using Permissioning Center (PS19), change password functionality is not working during login or within the application. This issue does not happen with Permissioning Center (PS16)
Use Case: During login
Permissioning Center (PS16) - receive the pop up box, enter old and new password and click OK. Password successfully changed, and logged into the tool.
Permissioning Center (PS19) - do not receive pop up box, buttons grey out and no error or other message is reported.
Use Case: Inside application
Permissioning Center (PS19) - when attempting to change password from inside the application after logging in (using File/Change Password) there is no response. A pop up window for entering credentials is expected.
Permissioning Center (PS16) - when attempting to change password from inside the application after logging in (using File/Change Password), the Change Password pop up box comes up, enter the details and click OK – password successfully changed.
