RESTful Start Geographical Notification request silently allows input incompatible with MLP v3.2.

When followed the Oracle documentation in OCSG RESTful Application Developer's Guide, E37533-01 (, section 11, Terminal Location, to create a Start Geographical Notification request with duration set to 5 years, ie.

When checked the MLP specification, OMA-TS-MLP-V3_2-20051124-C, found that:
- duration is expressed as ddhhmmss, so it is impossible to set more than 99235959 (ie 99 days, 23hours, 59mins, 59 secs)
- interval (derived from frequency) is also expressed as ddhhmmss
