RESTful Start Geographical Notification Request Silently Allows Input Incompatible With MLP V3.2 (Doc ID 1666729.1)

Symptoms

RESTful Start Geographical Notification request silently allows input incompatible with MLP v3.2.

When followed the Oracle documentation in OCSG RESTful Application Developer's Guide, E37533-01 (http://docs.oracle.com/cd/E36135_01/doc.51/e37533/toc.htm#BEGIN), section 11, Terminal Location, to create a Start Geographical Notification request with duration set to 5 years, ie.

But when checked the TLRR generated by OCSG, found that this was not what was sent. Duration was set to 99 days, and interval set to 99, ie:
9900000099000000

When checked the MLP specification, OMA-TS-MLP-V3_2-20051124-C, found that:
- duration is expressed as ddhhmmss, so it is impossible to set more than 99235959 (ie 99 days, 23hours, 59mins, 59 secs)
- interval (derived from frequency) is also expressed as ddhhmmss
