"Problem With ORACLE_CLIENT_HOME" When Updated the Oracle Home After a Database Upgrade

Symptoms
We recently upgraded the database for our OUFW application from Oracle Database 11.2.0.1 to 11.2.0.3.
Once the upgrade was completed, we uninstalled the 11.2.0.1 home. The new database is up and running, and can be connected both locally and remotely (via SQL+ or TOAD).
Upon attempting to reconfigure the application using "ConfigureEnv.cmd -i", choosing option 1, and entering the new oracle home, we received the error "Problem with the ORACLE_CLIENT_HOME" and the value cannot be updated. How can the ORACLE_CLIENT_HOME be reset?
