EBS: PS: PS Published Records Cause the UOM for the Work Order to be Changed (Doc ID 1667049.1)

On : PS 12.1.3 version, Planning Engine

After applying the PS 12.1.3 one-off Patch 17355726:R12.MSC.B, a new issue regarding the UOM occurs on publishing from PS.

Most of the published records cause the UOM for the work order to be changed without also updating the usage rate. An example would be an item with a cycle time of 15 seconds per piece on a resource. The routing is setup with 'sec' UOM and 15 usage/rate as the operation information. After publishing, the work order has a UOM of 'HR' and 15 usage/rate.
