'[1078] No Users Found' Error on 'User - User Group Map' Screen After OFSA 4.5 Migration

Oracle Financial Services Analytical Applications (OFSAA)
Symptoms
After migrating user data from Oracle Financial Services Applications (OFSA) 4.5 into Oracle Financial Services Analytical Applications (OFSAA) 6.0, you cannot open the Security Management > User Administrator > User - User Group Map screen. The following error appears:
[1078] No Users Found
The migrated user data exists in the <config>.CSSMS_USR_PROFILE table.
When you check the SMSService.log in $FIC_APP_HOME/common/FICServer/logs, the following error exists:
[UMMLOG] Dec 16,13 09:00:39 : [SMSSERVICES]Error in executing Bind variables Select Query: Error while Executing Bind variables query :Error Executing Query. Error: ORA-01858: a non-numeric character was found where a numeric was expected
The error prevents you from mapping the users to User Groups.
