Allocation Hangs After Getting an 'ORA-00955: Name is Already Used by an Existing Object' Error on a GTT

In Oracle Financial Services Profitability Management (PFT), an Allocation process is hanging on the server with a status of "Ongoing" in the Batch Monitor screen and a status of "Processing" in the Allocation Summary screen. When you check the log file in $FIC_DB_HOME/log/FusionApps, the following ORA-00955 error occurs when creating a Global Temporary Table (GTT):
Module Logging OFS Access module data: CREATE
CREATE GLOBAL TEMPORARY TABLE GLBL9839TMP ON COMMIT PRESERVE ROWS
FROM LEDGER_STAT a
and a.year_s IN (2013)
AND a.CONSOLIDATION_CD = 100
ORA-00955: name is already used by an existing object
The Allocation continues to hang and you have to kill it on the server. You expect the Allocation status to change to "failed" when this error occurs and for it to stop automatically.
