Change password functionality was not working in Collections Configuration Tool (Doc ID 1667541.1)

Symptoms

Change password functionality was not working in Collections Config Tool.

Use Case1: During login to the Collection Configuration
The expected behavior is like in 7.4PS16:
login with expired password, receive the pop up box, enter old and new password, click OK, password successfully changed, and logged into the Permissioning Center.

The actual behavior in 7.4PS19:
login with expired password, do not receive pop up box, OK and Cancel buttons are grey out, no error, no message.

Use Case 2: Inside Collection Configuration after login
The expected behavior is like in 7.4PS16:
when attempting to change password (using File/Change Password) – receive the Change Password pop up box, enter the details and click OK – password successfully changed.

The actual behavior in 7.4PS19:
when attempting to change password (using File/Change Password) – receive NO response – no pop up to enter values, no error, nothing!
