Consider a peak measuring component connected to an service point, and that service point is connected to a usage subscription as 'subtractive'. The MC has the following demand reads:

1/1/13: 220
1/10/13: 225
1/31/13: 223

Create a UT to cover January, with a standard Get Scalar usage rule (D2-GetScalar), the resulting usage period quantity on the usage transactions will be -223. However, the peak measurement for the period was 225, which should only be negated when removing from the total SP consumption. So, the expected result would be -225 instead of -223.
