Unexpected Receipts in RMS Are Distributed to a Restricted Warehouse

Symptoms
In Oracle Retail Merchandising System (RMS), when an unexpected item is received that does not exist on a purchase order (PO) and does not have a relationship with any location, it is assigned to a random physical warehouse. This occurs even though the RESTRICTED_IND is set to 'Y'.
Steps to Reproduce:
- Locate a physical warehouse (physical_wh) whose primary virtual warehouse (vwh) has the restricted indicator set to ’Y’.
- Create a PO containing ITEM1 for any other vwh.
- Also receive ITEM2 (an unexpected item) against the above PO for the physical wh. Ensure that no location is ranged to ITEM2.
- Note that ITEM2 inventory is updated for the primary vwh, which had the RESTRICTED_IND set to ’Y’.
