Cannot Edit Workflow Permissions in RSM; Fields Disabled

Information in this document applies to any platform.
In Oracle Retail Price Management (RPM) / Retail Security Manager (RSM) 13.2.x, we find that we cannot edit workflow permissions.
Steps to Reproduce:
- Log in as an administrator.
- Select RSM on left pane.
- Select Role Administration > Edit Workflow Permissions.
- Select a role; click EDIT.
- Select RPM from the Select Workflows drop-down list.
- Note that you cannot select or deselect any checkbox in the lower pane.
