Unable To Stop Usage Subscription When Future Dated Factor Override Exists

Symptoms
Factor Overrides can be added to a Usage Subscription, with a Start Date/Time in the future. If the US is stopped before this Factor Override Start Date/Time, MDM will throw various errors around the fact that the US stop date can't be before the Factor Override start date.
- In MDM, if you have a Factor Override with start date = 5/1/2014, and set the US end date to 4/15/2014, the system will throw 11802/10914 (Factor Override Start Date/Time cannot be later than the current Usage Subscription's End Date/Time)
- In MDM, if you simply set the Factor Override end date < start date (to match the US end date), the system will throw 11801/11708 (If populated, the End Date/Time on Usage Subscription/Factor Override cannot be earlier than its Start Date/Time)
If you setup an active V from CCB and sync everything over, then add a future dated Factor Override, then stop the SA with a end date < Factor Override start date, the sync request will fail with 11802/10914.
