Bill Suppression For Child Accounts: Item_t Effective_t Update Behavior (Doc ID 1668890.1)

Issue:

Observed an unusual behavior when the non-paying child account was suppressed.

Billing Delay is configured as 1 Day.

9th Feb 2016:
----------
DOM 5 Parent and child Account(subscription account i.e. different MSISDN) created.

6th Mar. 2016:
---------
1) Child gets billed. Child bills's end_t is 5th Mar and bill_no is NULL. (bill poid = 1616338)
Child bill's items: effective_t =0, status=1
2) Parent gets billed. Bill_no is set to '1232357073'. end_t = 5th Mar. 2016
Child's bill_no is updated to the same and child's items effective_t updated to 5th March, status=2 (open,billed)

6th Apr.2016:

3) Child gets billed. Child bills's end_t is 5th Apr and bill_no is NULL. (bill poid = 1617362)
Child bill's items: effective_t =0, status=1
4) Parent gets billed and is suppressed (bill poid = 1617298). Bill_no is set to '1232357074' but the end_t is 0 for the parent bill.
Since parent is suppressed, child bill_no is not updated and it remains NULL.
Also the child's items effective_t remains 0 and status=1 (pending)

6) Child gets billed. Child bills's end_t is 05-MAY-16 and bill_no is NULL. (bill poid = 1613723)
Child bill's items (belonging to bill poid = 1617362), effective_t is updated to 05-APR-16 for items belonging to Mar-Apr period and status remains 1.
Child bill's items (belonging to bill poid = 1613723), effective_t is updated to 05-MAY-16 for items belonging to Apr-May period and status remains 1.

Need to know why the previous month's (i.e. Apr.) child items are being updated in the current month (i.e. in May).
If the update of effective_t for child item is required, it should have been done during the parent's billing on 6th Apr. itself.

What will the behavior of billed GL (pin_ledger_report) for these child bills?
Since the status = 1 during the suppression, will these items be included in billed GL or not?
Does the GL report goes only on effective_t or does it check the status also?
