Delegated Owner Cannot Accept on My Assignments Tab (Doc ID 1670216.1)

Symptoms

Actual Behavior 

User B delegates Program XXX to user A but user A cannot accept on My Assignments tab.
The following Error message appears.

1 assignment may have already been accepted/declined.


When checking the Program XXX general info, it shows "Delegate Owner, pending acceptance" icon.

Expected Behavior

User B delegates Program XXX to user A and user A will accept on My Assignments tab.

Steps to Reproduce

The issue can be reproduced at will with the following steps:

1. Login to Web Client as a user who has administrator previlige
2. Create Program
3. Set Delegated Owner to user A.
4. Login to Web Client as user A.
5. On My Assignments tab, select the Program on step2 and press accept button.
