Role 'BR_BATCH_ACTION_ITEMS_ENRL' Is Not Working (Doc ID 1670486.1)

After application of AERS iPatch, all users now have the option File--> Batch Action Items enabled (including View Only Users)
This occurs even if users do not have role "BR_BATCH_ACTION_ITEMS_ENRL" assigned.
