Incorrect follow-up number stored after the case nullified (Doc ID 1671124.1)

The several follow-up (PMDA) E2B report have been submitted in the case.
When delete this case, the nullification report was generated automatically.

However the follow-up number for the nullification report is incorrect. The follow-up number does not increase by 1 increment.

1. In the case, the most current report is follow-up #3.
2. Open the case, navigate to case action --> delete the case
3. Enter the justification
4. Click OK
5. On the transaction server, the nullification report has been generated and stored in OUT folder
6. Check the follow up number for this report in the cmn_reg_reports table.

The number "3" is stored in the follow_num column instead of #4.
