Using Load Price List Utility, Au_rate Objects Are Getting Created Only for Part of Loaded Products

When loading a price list with around 1700 products, there are around 1/3 au_rate_t objects created.
Are there any impacts related to these entries in au_rate_t and au_rate_bal_impacts_t tables?
After overlay patch, the user faced some problems during deactivation as there were no produced audit entries connected to VAT (value-added tax) change action. So the user did manual load of price list to simulate VAT change and then reloaded original price list to get back to original state.
After above actions, changes related to VAT change on au_products and au_rate_plan objects were done on BRM as expected (new entry per list load per product), but au_rate objects and connected to the au_rate_bal_impacts are produced in incomprehensible way.
