BCC Deployments Hang Due to Connection Problems to Target Agents (Doc ID 1672209.1)

Symptoms

BCC projects are getting stuck in deployment queue for a particular target and are not deploying as expected. When viewing the Plan tab of that target in the BCC, the list of projects is growing.

Projects are not initiated from the deployment queue as expected on the configured deployment interval (e.g. every 30 seconds). Some projects may randomly deploy at a longer 20 or 30 minute interval.
