How to upgrade SDK developed config policy and cartridge without upgrading IPSA

We have developed a config policy and service cartridge for configuring a number of commands which are currently unsupported by IPSA.
Now the config policy and cartridge needs to be updated with a couple of more commands.
As a result of this the schema has changed a bit in both config policy and cartridge. Hence we're looking at the possibility of a cartridge upgrade scenario (as the new cartridge schemas may not be compatible with the earlier applied policies using the initial version of the cartridge).
During our initial tests on the functionality we faced many issues and one of the devices went into intervention mode with a message on the Fault Pane saying an upgrade may be required.
