Performance and Scheduling Results Impacted When Orders And Crew Shifts Unexpectedly Processed By Multiple Non-Overlapping Schedulers (Doc ID 1674087.1)

Goal

In a system running 3 different schedulers (East, West and Wagraw) both East and Wagraw schedulers use the same copy of mal file. West scheduler uses a different mal file and is seperated by some geographical distance from the others. 
All of the schedulers are looking at different set of scheduler areas with no overlapping. Our crew shifts are not configured to work in multiple areas that are scheduled by different schedulers, but mulitple schedulers are processing some orders.  Why would this be the case?
