SMS: Can SMPP Client Establish Permanent / Persistent Connections? (Doc ID 1674203.1)

Goal

Regarding the SMPP client (SMS) and SMPP UNBIND command, is there a way for an SMPP client to establish permanent connections to the SMSC?  The SMS gateway seems to be able to do that, but is it the case for the SMPP client?
