Not Working Exception Restrictions After Applying Patch 18243876 To DS7.2.2.9.0 (Doc ID 1674647.1)

Symptoms

After installing patch 18243876 to DS7.2.2.9.0 there is an error while deploying osm cartridge:

com.mslv.oms.metadatahandler.operation.MetadataException: There is no entity found in document for: orderDefinition matching the key change_language_mvno/change_language_mvno not found; error code: 119

This error occurs after adding restrictions on order type to exception. Full log in 'error_log.txt'.
