Symptoms
On GRC 8.6.4.8329,
When attempting to Initiate Conflict Analysis from the Activate Responsibilities on the User form,
the following error occurs.

AACG CA SERVER UNREACHABLE
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In User form, for a user, assign responsibility.
2. Click on Actions > Activate Responsibilties
3. Remove the end date from the responsibility and click on Initiate Conflict Analysis button.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot provision users.
