Moving Equipment Not Reconciling Circuits Assigned to them.

Symptoms
When moving equipment from one position to another MSS is not reconciling the designs.
Users need to reconcile the designs manually to fix them.
Problem was observed in 6.2.1 release. The feature works properly in the 6.0.16 release environment.
STEPS:

1. Move a piece of equipment that has a port that is assigned to a circuit and is cross connected to another equipment, to a new position in the same rack;;
2. MSS issues several messages advising user:
a. There are one or more cross-connects defined for this piece of equipment. Would you like to continue ?
b. If you would like to install date to be set to today's date, then please select 'Yes' bellow.
If you wish for install date to remain the same, then please select 'No' below.
3. MSS moves the equipment to the new position but circuit design of the affected circuit is not changed.
BUSINESS IMPACT:
