Symptoms

Purchase product event has not been triggered during tariff_change because the purchase fee waiver has been configured for the plan transition.

Steps to reproduce the issue:

1) Create the subscriber account
2) Purchase the product which contains the cycle event
3) Call the change tariff which purchases the product that contains the purchase event
