Error: "Node Mananger Associated With Machine Localhost Is Not Reachable" When Trying to Start the P6 Managed Server (Doc ID 1677487.1)

The P6 Node Manager, P6 server and Progress Reporter (PR) process fail to start after upgrading the installed Java JDK version (for example, uninstalling JDK 1.7.0_51 and installing 64-bit JDK 1.7.0_60) and the following error is displayed in the WebLogic Console.

For server P6, the Node Mananger associated with machine localhost is not reachable. All of the servers selected are currently in a state which is incompatible with this operation and are not associated with a running Node Manager or you are not authorized to perform the action requested. No action will be performed.

Node Manager, P6 and PR were fully operational prior to this upgrade.
