PCG 7.3.x: SQL Rules Compilation Is Failing With "ORA-12505, TNS:listener does not currently know of SID given in connect descriptor" Error. (Doc ID 1677893.1)

Symptoms

On : 7.3.3 version, Form Rules

Form Rules is a module of PCG application. When attempting to run SQL compilation, the following error occurs.

ORA-12505, TNS:listener does not currently know of SID given in connect descriptor

STEPS

The issue can be reproduced at will with the following steps:
1. Login in EBS Application.
2. Navigate to GRC Controls Responsibility - Preventive Control Governor - Form Rules.
3. Compile the SQL Rules.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot use SQL Rules functionality. Other rule types are working fine.
