Symptoms

Using Advanced Supply Chain Planning / Planner's Workbench
When attempting to perform the release of planned make orders to WIP,
intermittently find WIP discrete jobs created with a Start Quantity of 0.

EXPECTED BEHAVIOR

Expect that all WIP discrete jobs created by release of planned make orders have a Start Quantity greater than 0.
