UEL Not Logging Info to DuplicateFiles.txt When Processed Input Files Is Provided On Input

Goal
On BRM 7.5 PS4, According to Doc ID 782264.1, UEL should add entry to DuplicateFiles.txt, when the already processed input file is given on input and "infranet.uel.duplicate_check=true" is set in Infranet.properties. But no DuplicateFiles.txt
Steps followed to reproduce the issue are as follows:
- Create an account (/service/ip) to rate usage events( 1$ per minute)
- create an uel template: uel_temp
Template eg:
- No DuplicateFiles.txt created
